Most large institutional funds have an in-house investment
staff driving the day-to-day operations of the investment process.
The staff answers to some form of oversight function, usually an
investment committee. The staff works for the organization, has a
duty to it, and is thinking about and responding to the needs of the
organization day-in and day-out.
Many smaller organizations have not yet
reached the size and scale that justifies having an investment
staff, however. In these organizations, it usually falls to the
executive director and/or CFO, along with the investment committee
of the board to provide both investment staff and oversight
functions. For many of these individuals, investments are not
their primary area of expertise, nor are investments their sole
priority.
